Community Development Block Grant (CDBG)

 
Community Development Block Grant (CDBG) entitlement funding is a Federal program administered by the U.S. Department of Housing and Urban Development (HUD).  The City of Sparks’ annual CDBG allocation is available to undertake a wide range of activities directed toward a viable community through decent housing, a suitable living environment and expanded economic opportunities provided that the activities:
  • Primarily benefit low- and moderate-income persons or
  • Prevent or eliminate slums or blight and
  • The activities are consistent with the Consolidated Plan approved by HUD (the plan can be amended)
On February 17, 2009, the American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law.  Incorporated within ARRA is $1 Billion in recovery funding to 1,198 state and local governments and insular areas via the Community Development Block Grant Program (CDBG-R); approximately $166,633 was allocated to the City of Sparks.  To access these dollars, eligible entities are required to submit a Substantial Amendment to their FY2008/2009 Annual Action Plan outlining the proposed activity funding and outcomes and objectives as required under ARRA and CDBG-R.
This amendment incorporates funding allocated to the City of Sparks via the American Recovery and Reinvestment Act of 2009 (ARRA).   This Action Plan Amendment is available to the public for comment beginning May 21, 2009, with copies available at Sparks City Hall, Sparks City Works and here. (revised June 4, 2009)  The last day for public comment was May 29, 2009, no public comments were received.   Additional copies of the Action Plan, this Amendment and the related Consolidated Plan may be obtained from, and public comments are to be submitted to, the Grants Administrator, Tracy Wheeler, at 1675 E. The City received grant confirmation on August 27, 2009, and accepted the award via City Council action on September 14, 2009.  The project was put out to bid in November of 2009; the project contract was awarded on January 12, 2010, with work starting on March 1, 2010.  The public may review the latest quarterly report on the project’s progress and jobs retained as submitted to FederalReporting.gov here.
